DH burnt water in my Stainless Steal Pot, the pot is now burnt, is it safe to use?

My Husband was boiling water for tea and forgot about it. When I found it it was smoking, the water had cooked out of it. Now the pot is dull at the bottom of it, and I can't get the shine back in it. Is it still safe to cook in? I assume there must have been some sort of finish on it that was burnt off with the water, and if I'm not correct about that, is there a way to get the shine back in it? I would hate to have to replace it since it is a set of Wolfgang Puck my Mother bought me.....
OK.... I can try to get it clean... but is it safe to still use??????

try boiling some white vinegar in the pot for 15 mins. then let it cool in the pan about 30 mins ,after scrubbing you should see a n improvement
